NYC's version of sprinklers

Everyday, around 6:30pm, when I turn the corner onto my street this is what I see:

It stays on for about an hour and kids, teens, and adults alike spray each other, jump over it, or just stand in front of it until it shuts off. It didn't do it once during the winter or spring, only when summer kicked in and the humidity had everyone hallucinating.

I'm not sure if its the City doing us a favor, or just a really temperamental Fire Hydrant, but this alternate function as a timed sprinkler is just one more reason why I love New York.
